KAMPALA – 13 October 2025: The Electoral Commission (EC) has issued a firm directive to all prospective candidates for the forthcoming Parliamentary Elections, mandating a strict, multi-step digital payment process for the required nomination fee of Uganda Shillings Three Million (UGX 3,000,000/-).
In a notice dated October 8, 2025, and signed by Ag. Secretary/Electoral Commission, Kamugisha Ricahrl Baabo, the EC specified that no cash payments will be accepted at district or city administration offices ahead of nominations due on 22nd and 23rd October 2025. All fees must be paid to the Uganda Administration through any bank authorized to collect Non-Tax Revenue (NTR).
The move according to the Electoral Commission is intended to ensure a “smooth payment process” and enhance accountability for the nomination exercise.
Mandatory URA Portal Payment Process:
Aspirants are required to follow a detailed ten-step process, largely conducted through the Uganda Revenue Authority (URA) website, to generate proof of payment before their nomination papers can be accepted. Bellow is the prescribed procedure:
* Visit the URA Website: Candidates must begin by visiting the URA web portal, a prerequisite for generating the payment slip.
* Generate Payment Slip: On the URA homepage, aspirants must scroll to the bottom left, click the “Make a Payment” icon, and select “Generate Payment Slip,” confirming the default “DT” type.
* Tax Category and Head: Under ‘Payment Category,’ aspirants must select “Other NTR” and then choose “Electoral Commission” from the Ministry/Department/Agency drop-down list.
* Nomination Fees Sub-category: Under ‘Sub-category/Tax Head,’ candidates must select “Nomination Fees” and then “Parliamentary Candidate.”
* Payment Registration Number (PRN): The system will generate a PRN after the details are completed and verified, which the candidate must note down.
The final steps require the aspirant to present the PRN at any authorized bank to collect NTR. The bank will process the payment and issue a receipt. Crucially, the candidate must then present the bank-issued receipt at the Electoral Commission Headquarters (Cashier’s Office) to obtain their General Receipt, which serves as the official proof of payment for their nomination paper.
The EC explicitly advised aspirants not to make any payments to District or City Administration accounts, urging them to strictly follow the prescribed procedure to avoid any inconveniences during the nomination period. The General Receipt will be verified by the EC Headquarters or District Election Administrator to facilitate the official nomination.
