KAMPALA, UGANDA: 20 May 2026 — The ruling National Resistance Movement (NRM) has officially summoned its newly sworn-in Members of Parliament for a high-stakes caucus meeting this Sunday, May 24, 2026. The gathering, set to take place at State House, Entebbe, marks the first formal assembly of the NRM Parliamentary Caucus for the 12th Parliament.
In a formal notice issued by the NRM Secretary General, Rt. Hon. Richard Todwong, the meeting is scheduled to begin promptly at 2:00 PM.
The meeting is expected to be chaired by H.E. President Yoweri Museveni, in his capacity as the National Chairman of the party. The notice was also copied to the Vice President, the Prime Minister, and the Office of the Government Chief Whip, signaling the executive importance of the session.
The notice, referenced as NRM/NRMPC/001/26, outlines several critical requirements for the attendees including taking a Mandatory COVID-19 Testing: In line with health protocols for State House access, and all members must undergo testing at the Parliamentary Conference Hall from Friday, May 22nd to Saturday, May 23rd from 9:00 AM – 5:00 PM.
The caucus is largely expected to harmonize the position on the party flag bearer following the exit of Rt. Hon. Anita Among who is currently under investigations for alleged involvement in acts of corruption, money laundering and illicit self-enrichment.
The invitation extends beyond party-card holders to include Independent Members of Parliament who have expressed interest in cooperating with the NRM.
Strategic Agenda: Stability and Speakership
While the official notice focuses on “congratulating” members on their recent swearing-in, the timing of the caucus is widely viewed as a move to consolidate the party’s position ahead of the election of the Speaker and Deputy Speaker of the 12th Parliament scheduled for Monday 25th May 2026.
The race for Speakership is expected to be more dramatic as Anita Among has been forced to withdraw her bid in favor of Hon. Jacob Marksons Oboth Oboth.
The opposition National Unity Platform (NUP) have already endorsed Hon. Paul Mwiru to contest against the NRM candidate but with the NRM holding a significant majority in the House, the decisions made at State House this Sunday will likely determine the leadership direction of the legislative arm for the next five years.

As the 12th Parliament begins its mandate, this Sunday’s caucus will be the first major test of party discipline and “solidarity” as the NRM seeks to harmonize its legislative agenda.
