In the latest shuffle of police officers, Senior Commissioner of Police Fred Enanga, was transferred from the office of public relations to the Directorate of Interpol and International Relations, as a Deputy Director. The new police spokesperson, ACP Rusoke Kituuma, has been confirmed to takeover the role Mr Enanga has held for last five years.
In a farewell message he posted on social media, Enanga appreciated the leadership of Uganda Police for offering him an opportunity to serve as the police force’s mouthpiece, a service he described as “one of the greatest honors” in his life. He also saluted fellow officers in the force for the teamwork and support during his tenure in office.
From a professional point of view, one would conclude that the man from Apac District has done a good job. Being in charge of communicating the official position of a force that has been, over time, struggling to correct it’s image in the eyes of the public, is not an easy feat. His calm demeanor and his careful and surgical approach to statements before cameras, even when the matter he must defend is so controversial, makes Enanga a genius.
And his fellow colleagues who have served in the police force also speak of how a professional economist has left a distinguished record of service in the police PR office.
Charles Twiine, who formerly worked as spokesperson of the Criminal Intelligence Directorate under Uganda Police Force saluted Enanga as “a legendary PRO” who has executed the assignment skillfully and with a professional touch. Twine saluted Enanga’s service as one that have significantly enhanced the reputation of Uganda police and fostered a culture of trust especially from the media.
“During your tenure, you have been a defacto voice of our great UPF, a responsibility you have actually executed skillfully. Your calmness, benevolence comprehension, perspicacity and knowledge about the operations of UPF and indeed it’s mandate, have helped in building the bridges with members of the public.” Twiine Mansion Charles wrote in an appreciation note to Enanga.
“Your indestructible use of language, creativity and passion for people-centered police service, has significantly enhanced the Uganda Police force’s reputation… Suffice to note, is that your conscientious, tenacity and commitment to excellence in bringing police near to the people through proficiency of your communication, has been a top notch even when a section of naysayers have often been unjustified rhetoric.” Twine adds.
AIGP Asan Kasingye, a retired police officer who served as Interpol boss, hailed Enanga as “One of the best in the lot that served Uganda Police as Spokesperson.
In his farewell note, Mr Enanga lauded his predecessor, ACP Rusoke Kituma, who he said is “a fire brain and performer” but also remind him about the immense responsibility and a tough task that requires great dedication. The public must be waiting to see the new police spokesperson’s approach to issues will be like especially during the 2026 political season.
“To the general public, thank you, for your insights, criticisms and feedback that have always been refreshing. Remember, Public safety is everyone’s priority and I urge you all to remain committed, to working with the police in addressing all crime and safety concerns, within your communities.” Enanga stated.
