Busega-Mpigi Expressway: Two Engineers Suspended Over Alleged Embezzlement

The directive to suspend the duo was originally issued by the IGG on July 1, 2026, following direct instructions from President Yoweri Museveni.

​KAMPALA, UGANDA: 14 JULY 2026— The Ministry of Works and Transport (MoWT) has suspended two senior engineers following a directive from the Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, over the alleged embezzlement of funds meant for the Busega-Mpigi Expressway project.

​The suspensions, which take immediate effect, were confirmed in a press statement released by the Inspectorate of Government on Tuesday, July 14, 2026.

​The two affected officials have been identified as: ​Mr. Kiyaga Edwin Raymond and ​Mr. Ahimbisibwe Dickens.

​According to the IGG, the engineers are under investigation for the suspected embezzlement of funds earmarked for the construction of the 23-kilometer Busega-Mpigi Expressway and its accompanying 20-kilometer access roads.

​The directive to suspend the duo was originally issued by the IGG on July 1, 2026, following direct instructions from President Yoweri Museveni. The move is intended to clear the way for an “expeditious investigation” into the allegations without interference.

In the directive issued by the president in June, the engineers allegedly altered the design for Busega-Mpigi Expressway to have the road go through their land thereby inflating the cost of the project from UGX600BN to UGX1.3BN. The president also notes that the project has stalled at 40% yet all the funds had been disbursed.

​Under the terms of their individual suspension letters issued by the Ministry of Works and Transport, both engineers face strict administrative restrictions.

​Immediate Handover: They are required to immediately surrender all government property, records, files, documents, equipment, and any other official items to their respective supervisors.

​Premises Barred: The officials are strictly barred from accessing government office premises or executing any official duties unless they receive express authorization.

​Cooperation: They must remain available at all times to assist investigators and participate in related administrative processes as required.

​IGG Commends Swift Action

​The Inspectorate of Government praised the Ministry of Works and Transport for its prompt enforcement of the directive, calling the swift action a victory for public accountability.

​”This action is a demonstration of adherence to the principles of accountability and good governance,” the IGG statement read.

​The Inspectorate reiterated its commitment to upholding integrity, ethical standards, and the rule of law, promising to execute its constitutional mandate with diligence and impartiality.
