Kampala, October 8, 2025 — Uganda Police confirmed that the police officer, Assistant Superintendent of Police (ASP) Clive Nsiima, has been arrested and detained following a viral social media video that allegedly shows him assaulting a female petrol station attendant.
The Uganda Police Force spokesperson ACP Kituuma Rusoke confirmed the arrest in a statement released today, following the video, which circulated widely yesterday, October 7, depicted a male client physically attacking a woman at a Shell petrol station.
”Our preliminary investigations point to a police officer ASP Nsiima, a police officer, as the suspect,” the police statement read. “The officer as we speak has [been] apprehended and detained in police custody. We shall be taking him on in according with nature of evidence we have at hand”
The force confirmed they have made contact with the victim and witnesses as they conduct a swift investigation into the incident. The police statement was unequivocal in its condemnation of the officer’s alleged actions.
”We condemn this behaviour as it contravene our disciplinary code,” the statement continued. The police assured the public that Nsiima “will be brought to account as soon as investigations are complete,” signalling a commitment to internal accountability.
Kituuma says a police officer is a person whom the public holds in high esteem being the custodian of the same laws, and therefore, he cannot be seen flaunting the law especially with impunity. He also did not confirm claims that Nsiima has other offenses he committed before, saying the forces’ focus is currently on investigations into this recent case.
The video has sparked widespread outrage online, prompting calls for immediate and decisive action against the officer. In the CCTV footage, Nsiima is heard telling the shop attendant that he is a wealthy man and he can even slap her without fear for the repercussions.
It has been reported that the suspect who is son of the Late Prince of Ankole John Barigye had refused to pay up the bills and instead started bragging how he drives an expensive car. Later, he slapped the shop attendant twice before paying the bills he owed.
The arrest of ASP Nsiima underscores the impunity within the rich class and the pressure on the Uganda Police to maintain discipline within their ranks but also address incidents of officer misconduct promptly and transparently.
