Kampala, Uganda – October 06, 2025 – President Yoweri K. Museveni, also serving as the Chairperson of the National Resistance Movement (NRM) party, has issued a stern warning that anyone found guilty of altering results in the recent NRM primary elections will face criminal prosecution and a jail term not exceeding five years.
The warning was delivered in a letter dated September 19, 2025, addressed to Mr. Tugume Ronald Apuuli of Jabo & Company Advocates, who had written to the President highlighting alleged mistakes in the decisions of the NRM Electoral Commission and the NRM Tribunal which handled petitions arising from the party primaries which were marred by election malpractices.
In his response, President Museveni acknowledged the concerns raised but focused heavily on the allegation of result alteration, which he described as a “very useful lead.”
“The voting and counting and declaration of results took place during the day and was witnessed by your agents and the public. It is stupid and futile for anybody to alter those results,” the President wrote.
He emphasized his determination to fight electoral fraud, stating, “As Chairperson of the NRM but also a Ugandan, I am able to fight fraud using the laws. To alter results is a crime and anybody found guilty will go to prison for a period not exceeding five (5) years.”
President Museveni demanded specific details regarding the alleged fraud, instructing the Apuuli to “Give the exact locations where the results were altered.”

NRM Electoral Commission and NRM Members of Parliament, he indicated that this information is needed to liaise with the authorities for a forensic check. To action the investigation, the President mentioned State House Anti-corruption Unit boss, Brig. Gen. Henry Isoke, whom he directed to liaise with Apuuli so that he forensically check with the public who witnessed all that and advise him.
The letter also touched upon another point of contention raised by the advocates concerning the use of the electorate for the woman Member of Parliament election being equated to the electorate for constituency Members of Parliament. Museveni noted this was an “interesting point but not conclusive.”
