KAMPALA UGANDA: 28 October 2026— The Inspectorate of Government (IG) has arrested the current headteacher of Ntare School, his predecessor, and a former office typist over allegations of abuse of office and causing a financial loss of UGX 110,877,900 to the Government of Uganda.

Those arrested by the Inspectorate of Government’s Mbarara Regional Office include the current headteacher, Mr. Saul Rwamporo; the former headteacher, Mr. Jimmy Turyagenda; and a former office typist, Ms. Peace Kebirungi.

According to the press statement issued by the IG on October 28, 2026, the case stems from an incident in October 2015 when Ms. Kebirungi allegedly presented a false university admission letter to secure study leave with pay. Investigators revealed that she subsequently absconded from duty but continued receiving a government salary from September 2015 to August 2024.

The IG states that this prolonged absence was concealed by Mr. Turyagenda prior to his retirement from public service, and later by Mr. Rwamporo. During this same period, both former and current headteachers allegedly authorized the payment of additional allowances to Ms. Kebirungi from school fees, acting as though she was actively performing her duties.

The investigation further uncovered that in 2023, Ms. Kebirungi applied for early retirement from public service. Despite her alleged ineligibility due to her prolonged absence from duty, Mr. Rwamporo forwarded her application. She successfully retired in 2024, reportedly receiving terminal benefits, including gratuity and monthly pension payments.

By February 6, 2026, when investigations were concluded, Ms. Kebirungi had irregularly pocketed a total of UGX 110,877,900.

The three suspects have been transferred to Kampala and are expected to face charges relating to abuse of office and causing financial loss before the Anti-Corruption Court.

The Inspectorate of Government has reiterated its commitment to fighting corruption, enforcing public accountability, and ensuring that state resources serve their intended purposes, emphasizing that public officers will be held strictly accountable for their actions.
