PLU General Secretary Cracks Down on Rogue Members: issues stern Warning Over Extortion and Impersonation

Hon. Twaala made it clear that anyone found defying these orders will face severe disciplinary sanctions

​KAMPALA UGANDA: 23 July 2026— In a bid to restore order and safeguard the credibility of the Patriotic League of Uganda (PLU), newly appointed General Secretary Hon. Fadil Twaala has issued a tough directive to all members, warning against extortion, criminal acts, illegal donning of military attire, and factional fighting.

​The high-stakes statement comes directly from the Secretariat of the civic organization—which is led by the Chief of Defense Forces (CDF), General Muhoozi Kainerugaba—following growing concerns over “indiscipline” since Hon. Twaala assumed office.

​Reaffirming the civic group’s core identity, Hon. Twaala emphasized that the PLU operates strictly within Uganda’s legal frameworks and will not shield anyone who breaks the law.

​“PLU is an organization firmly built on the rule of law and all we do is guided by the strict tenets of the law. We will not tolerate or condone any breach of the law by any member,” the General Secretary warned.

It is however not clear which members have been involved in these acts of indiscipline but there has been visible tension within the PLU ranks ever since Gen Muhoozi Kainerugaba appointment Fadil Twaala to replace Hon Daudi Kabanda who had been General Secretary right from its inception in 2002.

Gen Muhoozi Kainerugaba went as far as creating a new office (office of the Chairman) to accommodate Daudi Kabanda. He recently held a press conference at his new office in Nakasero.

​Key Prohibitions Issued to Members:

Zero Tolerance for Extortion: According to Hon. Fadil Twaala’s newly-issued directives, members are strictly forbidden from engaging in financial extortion or fraudulent schemes using the PLU brand.

No Military or Paramilitary Attire: Members must immediately cease wearing military or paramilitary-style uniforms, a practice that borders on illegal impersonation.

​Participation in criminal acts, physical assaults, or intimidation directed at fellow PLU members or the general public is also strictly prohibited.

​Hon. Twaala made it clear that anyone found defying these orders will face severe disciplinary sanctions.

​Centralizing Power and Event Approvals

​To curb impersonation and rogue operations, the Secretariat has tightened its grip on all official activities. Going forward, no individual, local group, or coordinator is permitted to organize, announce, or host any public event, program, or activity in the name of the PLU without official authorization.

​All event clearance must go through:

The Office of the General Secretary, ​The Chairman, Gen. Muhoozi Kainerugaba, and ​The Central Committee (CC)

​Addressing internal friction and factional rivalries within the ranks, Hon. Twaala extended an olive branch, calling for unity and structured dialogue rather than public brawling.

​“For those who have differences, the Secretariat is open. We want a united PLU, and I am available to receive your complaints so that we can find a way of solving them. Fighting is never a solution,“ he stated.

He urged all leaders and supporters to uphold the highest standards of integrity, respect for the law, and discipline as the civic organization continues to expand its footprint across the country.
