In a major leadership reshuffle at the Kampala Capital City Authority (KCCA), president Yoweri Museveni appointed Sharifah Buzeki as the new Executive Director replacing Frank Rusa who had been serving in an interim capacity since the dismissal of Dorothy Kisaka.
The announcement was made by the president on the eve of Christmas, drawing significant public and political attention, some could not believe the news until a clarification was issued by State House.
What we do far know about Hajat Sharifah Buzeki:
Hajat Buzeki previously served as the Commissioner for Human Resources under the Ministry of Local Government. During her tenure, she was lauded for her strategic leadership and reform-driven policies.
Her appointment marks a pivotal moment for KCCA, which has been undergoing operational and managerial restructuring following the August 2024 Kiteezi landfill tragedy, an incident that highlighted critical gaps in the Authority’s waste management strategies.
Buzeki is a product been a vigorous appointment and vetting process which saw big names fall off including the Robert Kabushenga -New Vision former Managing Director and Richard Byarugaba -former NSSF Managing Director.
Details about her background remain scanty but her capabilities are not questionable. She is expected to restore public confidence in KCCA, enhance service delivery and prioritize sustainable solutions for the city’s infrastructure challenges.
Meanwhile, the President has also appointed Benon Kigenyi as the new KCCA deputy executive director.

Frank Rusa, who managed the Authority during the interim 100 days period, will undoubtedly express his gratitude to the staff and stakeholders for their cooperation. He will reaffirm his support for the new leadership and emphasize the need for continuity in implementing ongoing development projects.
The reshuffle also introduced Kigenyi from Bufuula Budondo as the new Deputy Executive Director. Known for his experience in public administration and urban development, Kigenyi is expected to complement Buzeki’s leadership with a focus on operational efficiency and grassroots engagement.
