The Republic of Rwanda has announced the suspension of its development cooperation with Belgium, citing Belgium’s actions to undermine Rwanda’s access to development finance in collaboration with the Democratic Republic of the Congo (DRC).
The new development comes amid international condemnation for Rwanda’s involvement in the ongoing conflict in Eastern DRC. Rwanda is accused of backing the M23 rebels whose recent advance has resulted into deaths and displacement of innocent people.
In a statement issued on 18 February 2025, Rwanda accuses Belgium of taking a political stance in the ongoing regional conflict and interfering in the African-led mediation process.
“No country in the region should have its development finance as a tool of leverage. Punitive, one-sided measures can only be construed as unwarranted external interference that undermines the African-led mediation process and thereby risks delaying the peaceful resolution of the conflict” Rwanda ‘s foreign and International cooperation ministry stated.
Rwanda asserts that it will not be pressured into compromising its national security, emphasizing the need for a secure border and an end to violent ethnic extremism. The country insists that development partnerships should be based on mutual respect and accountability, reaffirming its commitment to peace and regional stability through AU/EAC/SADC mediation efforts.
