Independent candidate Abubaker Kawalya has been elected Speaker of Kampala Capital City Authority Council.
Kawalya won the election with 17 votes, beating FDC’s Doreen Nyanjura who got 14 votes, while Muhammed Segirinya with only one vote. The election took place at the KCCA Chambers today.
Kawalya and Nyanjura are both Authority Councillors on FDC ticket, but the latter emerged FDC party flag-bearer following a controversial internal party process which Kawalya declined to participate in, having been sidelined due to his links with People Power pressure group.
According to the KCCA Act as amended, The speaker presides over authority meetings, a role initially played by the Lord Mayor under the old law.
Mr Buruhani Byaruhanga, (Kyambogo University) was also declared the Deputy Speaker after getting 18 votes while his contender Doreen Sabuka garnered 13. One of the votes cast was invalid.
