Kampala, Uganda – April 7, 2025 – The Inspectorate of Government (IG) has intervened in Bugweri District, directing the Chief Administrative Officer, Mr. William Makune, to terminate the appointment of Mr. Frederick Womakuyu Weduku as the District Natural Resources Officer (DNRO).
This action follows the discovery that Mr. Womakuyu allegedly presented forged academic documents to secure the position.
The directive, issued by the Deputy Inspector General of Government, Mrs. Anne Twinomugisha Muhairwe, came after an investigation by the IG’s Jinja Regional Office. The probe revealed that Mr. Womakuyu lacked the necessary qualifications stipulated by the Ministry of Public Service Job Descriptions and Specifications for Jobs in Local Governments (2011). These requirements include an Honors Bachelor of Science Degree in relevant fields such as Forestry, Wetlands Management, Environmental Studies, or Land Management, coupled with a post-graduate qualification in management studies from a recognized institution. Additionally, the role demands at least nine years of relevant working experience, with three years at a principal level.
Further scrutiny of Mr. Womakuyu’s claims of prior employment with the Uganda Wildlife Authority (UWA) and the National Environment Authority (NEMA) revealed these claims to be false, as both organizations denied ever employing him.
The IG has also referred the matter to the Police for further investigation and potential prosecution.
In a statement released today, the Inspectorate of Government urged all District Service Commissions to strictly adhere to established guidelines during recruitment processes to prevent similar incidents.
