President Yoweri Kaguta Museveni has appointed Mr. Arthur Mugenyi to serve as the new Director General of the Internal Security Organization (ISO). This announcement was made in a press release issued by the Presidential Press Unit (PPU) on Tuesday.
The appointment follows the untimely death of Brig. Gen. Charles Oluka, who previously held the position until his passing on January 29, 2025. The vacancy left by Brig. Gen. Oluka’s death necessitated the appointment of a new Director General to oversee the critical security operations under ISO.
Mr. Mugyenyi, who previously served as the Deputy Director General of ISO, has a long history in Uganda’s intelligence and security sector. He is known for his expertise in counterintelligence and national security strategy.
Alongside Mr. Mugeny’s appointment, President Museveni has also named Mr. Tony Kinyera Apecu as the new Deputy Director General of ISO. Mr. Apecu replaces Col. Emma Katabazi, who has been reassigned to the Ministry of Foreign Affairs.
The appointments come at a crucial time for Uganda’s security apparatus, with expectations that the newly appointed officials will continue strengthening national security and intelligence operations. ISO, a key government agency, is responsible for gathering and analyzing intelligence to safeguard Uganda’s stability and sovereignty.
