President Museveni has commended the Permanent Secretary for the Judiciary Mr Pius Bigirimana as a foresighted civil servant and a loyal cadre.

Museveni made the remarks at State House on Friday last week during the launch of two books authored by Pius Bigirimana.

Bigirimana’s two books; Abundance Mentality, a second edition and another book titled “Corona Lockdown Chronicles” were authored during the lockdown period due to the coronavirus pandemic. One of the books highlight Bigirimana’s life-events which happened when he had just been appointed as Permanent Secretary to the Office of the Prime Minister (OPM).

In his second book: Corona lockdown Chronicles, Bigirimana writes that while some people thought it was too much for them to be at home during the Covid-19 lockdown, he and his family were positive and derived a series of activities that enhanced their togetherness.

“I commend him for wearing spectacles that are able to see the opportunities. His ‘I can do it attitude’, is very commendable. In taking about the abundance mentality, Bigirimana is simply referring to the immense opportunities available in Uganda, which leaders and others should tap into for the good of their communities,” Mr Museveni said.

“Because of being active, he was fought in the Office of the Prime Minister and I moved him to Ministry of Gender where he did wonderful work,” Mr Museveni added.

Bigirimana has served Uganda in different capacities but shot to limelight in 2013 when he braved humiliation engineered by a corrupt cabal of government officials when he exposed unscrupulous officers in the top institutions.

At that time, he worked as the Permanent Secretary in the office of the Prime Minister (OPM). Bigirimana boldly volunteered evidence incriminating the principal accountant Godfrey Kazinda his cohorts in Finance Ministry and Bank of Uganda. Kazinda would later be convicted by Court over of corruption.

Whereas he angered many who were beneficiaries of Kazinda’s scheme, President Museveni has never stopped appreciating and praising his efforts towards fighting graft and on many occasions likened him to a pumpkin seed which germinates in every environment.

Mr Bigirimana’s other publications: ‘Corruption: A Tale of Wolves in Sheep’s Clothing’, a treatise on graft, ‘Youth Livelihood: A Model for Youth Empowerment in the Developing World’, and ‘From Tears to Cheers – A Brief Analysis of the Reconstruction of Northern Uganda were also launched in April 2016.
