MASAKA, UGANDA: 13 August 2026— In a major crackdown on land corruption in Greater Masaka, joint security forces have arrested Zziwa Colbert Tamale, the Senior Land Officer at the Masaka Ministry Zonal Office, over allegations of widespread land fraud and illegal titling.
The joint operation, conducted on Wednesday evening by the State House Anti-Corruption Unit (SHACU) in collaboration with the Uganda Police Force, targeted an official long notorious among local residents for alleged collusion with land grabbers.
Over 265 Illegal Titles Issued
According to official statements from SHACU, Tamale is facing multiple allegations involving the fraudulent creation and issuance of over 265 illegal land titles across Greater Masaka. The compromised parcels include: Protected Central Forest Reserve land, Private holdings owned by vulnerable residents and prominent public figures, and Disputed properties targeted by organized land syndicates.
Investigators reveal that Tamale allegedly worked in connivance with other land officials to systematically carve up protected and private lands.
Former VP Edward Ssekandi Among Victims
Among the most high-profile allegations is a scheme targeting land belonging to former Vice President H.E. Edward Kiwanuka Ssekandi in Kyanamukaaka, Masaka.
Investigators state that Tamale and his accomplices unlawfully reduced Ssekandi’s registered estate from 83 acres down to 34 acres. The stolen portion was subsequently partitioned into multiple fraudulent plots and issued under illegal titles.
