KAMPALA UGANDA: 31 July 2026— The Inspectorate of Government has directed the Clerk to Parliament, Hon. Adolf Mwesige, to immediately interdict seven senior Parliament officials following corruption charges brought against them at the Anti-Corruption Court.
The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, issued the directive today, July 31, 2026, citing the need to protect the integrity of public institutions while criminal proceedings against the officers remain ongoing.
The affected senior officials include:
Mr. Chris Ariko Obore, Director of Communications and Public Affairs
Mr. Adilo Daniel, Director of Human Resources
Mr. Rajab Kaaya Ssemalulu, Principal Research Officer
Mr. Okwi Emmanuel Emuron, Principal Protocol Officer
Mr. Otebata Vincent, Capacity Development Officer
Mr. Okema Leonard, Executive Secretary in the Office of the Speaker
Ms. Itute Stella, Office Supervisor in the Office of the Sergeant-At-Arms
All seven officials were arraigned on July 1, 2026, and charged with embezzlement and causing financial loss under Sections 18 and 19 of the Anti-Corruption Act. They are currently remanded at Luzira Prison.
In her directive, Justice Batala invoked powers under Article 230 of the Constitution and Section 13(6) of the Inspectorate of Government Act, which empower the IGG to issue necessary orders and directions during or following an investigation.
The IGG emphasized that public interest requires the suspension of the officials from exercising their duties while their cases are determined by the court.
