KAMPALA UGANDA: 02 July 2026— The Inspectorate of Government (IGG) has arrested eight officials attached to the Parliament of Uganda in a sweeping anti-corruption operation targeting alleged embezzlement and financial mismanagement running into billions of shillings.
According to charge sheets seen by this publication, the suspects—senior officers in key administrative and technical departments—are accused of embezzling public funds between 2023 and May 2026.
Those arrested include They include; Mr Chris Obore the Director Communications, Mr. Adilo Daniel, Director Human Resource, Mr. Okema Leonard, Executive Secretary, Office of Speaker , Mr. Rajab Kaaya Ssemalulu, Principal Research Officer, Mr. Okwi Emmanuel Emuron, Principal Protocol Officer, Mr. Otebata Vincent, Capacity Development Officer, Mr. Murebe Methods, Chief Executive Officer, Uganda Parliamentary Cooperative Savings & Credit Society Ltd (SACCO)
Prosecutors allege that the accused abused their positions to access and divert public funds for personal use, in violation of the Anti-Corruption Act.
Court documents indicate that Obore is accused of embezzling over UGX 5.25 billion, while Adilo allegedly misappropriated approximately UGX 14.6 billion—the largest sum among the accused. Okema is said to have embezzled about UGX 3.49 billion, while Otebata faces similar charges involving over UGX 5.25 billion.
In addition to embezzlement charges, some suspects are facing counts related to causing financial loss to government, further compounding the gravity of the case.
The arrests mark one of the most significant anti-corruption operations targeting Parliament staff in recent years, raising fresh concerns about accountability and financial oversight within one of the country’s most critical institutions. The swoop is also connected to the recent investigations in which the former Speaker Anita Among was implicated in gross misconduct related to illicit self-enrichment. Her properties including cars were confiscated and she was later blocked from being re-elected as speaker.
The IGG has not yet issued a detailed public statement on the arrests, but sources indicate that investigations are ongoing and more officials could be implicated.
The suspects are expected to appear in court to answer the charges, as the government intensifies efforts to crack down on corruption and restore public confidence in state institutions.
