Judicial Service Commission dismisses 2 Magistrates in clean up of Judiciary

The Judicial Service Commission (JSC) has dismissed two Magistrates and a Deputy Registrar severely reprimanded in clean-up of the Judiciary.

According to a media statement issued on 13th March 2023, Grade I Magistrate John Kavuma Mugagga and Grade II Magistrate Napio Agnes were dismissed with immediate effect.

The statement indicates that Deo Nizeyimana a Deputy Registrar was also severely reprimanded in the latest move to clean up the judiciary.

The JSC, according to the statement, took the decision after receiving several complaints against the judicial officers. The statement however did not indicate the nature of complaints which were made against the trio.

The statement however notes that before dismissal, a JSC Disciplinary Committee conducted hearings and the judicial officers submitted their defense.

John Kavuma Mugagga has been Kagadi Grade 1 Chief Magistrate while Agnes Napio formerly served as Tororo Grade I Chief Magistrate.

Records indicate that in July 2020, Deo Nizeyimana together with Cissy Mudhasi both registrars of the High Court in Masaka and Executions Division, were interdicted for allegedly issuing one-sided garnishee orders.

Nizeyimana was separately accused of issuing the garnishee order during Covid-19 lockdown against the orders of the then Chief Justice Bart Katureebe.

Judiciary Spokesperson James Karemani declined to comment on the matter saying it falls outside his jurisdiction.

Efforts to reach the public affairs officer at JSC were also futile as our calls remain unanswered but an inside source said the complaints against judicial officers were related to abuse of office.
