State of the Nation Address: What Museveni said about “Pigs” terrorizing Ugandans

During his address to the nation today, President Yoweri Museveni made several statements in regard to the security situation in the country and specifically the recent assassination attempt on Gen Katumba Wamala’s life.

“The recent shooting of Gen. Katumba Wamala by the usual actors who I called “Pigs” the other day, showed the poor organization of the Police. The camera I put in place did their work? Why didn’t the camera Centre alert all the patrol cars?” Museveni said.

The President however assured the country that the people who were involved in the shooting of Gen Wamala and the killings of innocent Ugandans, will be got. “We have got some good leads.” Museveni said.

President Museveni expressed displeasure over bail especially for culpits involved in murder. “I don’t see why somebody who has killed people should be released on bail. “I cannot understand. Bail for what?” He said he will engage the Chief Justice Alphonse Owiny Dollo on the matter.

The President directed the police to stop using Mobiles phones but rather revert to use of radio calls that are present at each police station. He said the use of radio calls is more efficient since alerts and instructions are received by multiple stations. The practice of using phones instead of radio calls, he said, started during former IGP Gen Kale Kayihura’s reign.

“I here by direct Police to stop using mobile phones and resume using radios which are open to all stations so as to act promptly incase of need” he said.

“If you do not have a desk for terrorism in your Police Post, you will go home and someone else will do the job” he fumed.

The President also said that police CCTV cameras that were installed are not only for forensic investigations but also to create alarm and alerts. He faulted the police force for not satisfactorily utilizing CCTV cameras to respond to crime.

“The only elements to get rid off is the corruption and poor procedures within the Police. The criminality around Kampala was defeated and is being defeated… Security will be maintained the whole country. President Museveni said.
