Brig. Gen. Freeman Mugabe sworn in as chairman of General Court Martial for a third term

Brig Gen Robert Freeman Mugabe, Chairman of the General Court Martial (GCM), has been sworn in for a third term.

Brig Gen Mugabe’s swearing-in ceremony took place today, following his reappointment by President Yoweri Kaguta Museveni, Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), a week prior. The second one-year term for the chairman of the military court ended this month.

During the ceremony held at the court premises in Makindye, Kampala, Brig Gen Mugabe emphasised the importance of upholding the highest standards of conduct and teamwork, and expressed his gratitude to President Museveni for the opportunity to serve the country.

The Judge Advocate, Col Richard Tukacungurwa, presided over the ceremony, during which several other officers also took the oath, including Col Sam Ntugura, Maj Angella Catherine Laker, Capt Lucy Nicole Etoru, Warrant Officer 1 Oyar Boris Mark, Warrant Officer 2 Asiimwe Bob, Maj Cyprian Sande Magezi, and Capt Christine Sayuni, among others.

According to sections 197, 198, and 202 of the UPDF Act No 7 of 2005, the army High Command which is chaired by President Yoweri Museveni has the authority to appoint members, reserve members, and staff officers to the GCM.
