Museveni okays proposal to re-develop Luzira Maximum Prison into five-star Hotel

President Yoweri Museveni okayed a proposal by a Chinese investor Tian Tang Group, that will Luzira Prison re-developed into a five-star Hotel complete with an International Conference Center and a commercial hub.

In a letter of 10th July 2022 addressed to the Internal Affairs minister and copied to the Vice President, Prime minister, Attorney General and the chairman Tian Tang Group Paul Zhang, president Yoweri Museveni states that he totally supports the idea to have government identify another piece of land in the interior and relocate Luzira Prison in favor of a hotel.

Established in 1927, Luzira is located near Lake Victoria in southeastern Kampala, Uganda’s capital and largest city. It stands as Uganda’s sole Maximum Security Prison. Whole it was designed with capacity of 1,700 inmates, it often houses close to 8,000 inmates.

The plan to re-develop Luzira Prison seems to have moved fast. In another letter this website saw, internal affairs minister Gen. Kahinda Otafiire indicated that government had identified land in Buikwe District where Luzira Prison will be relocated.

In the letter dated 22 February 2024 and addressed to the Attorney General Kiryowa Kiwanuka, Otafiire states that prison authorities had identified 3.5square miles of land in Buikwe out of which 1.5 square mile was agreed to host Luzira Prison.
